You can combine several properties to reach AED 2M, and a mortgaged home counts if your bank issues a no-objection letter. For off-plan, ICP asks for proof that at least AED 2M has been paid to an approved developer.

AED 2 million or more in total, wholly owned by you. Dubai Land Department accepts one or more properties that add up to AED 2M.
Can I get a Golden Visa with a mortgage?+
Yes. Dubai Land Department accepts mortgaged property if the bank issues a no-objection letter for the residence visa. ICP says the loan must come from a local bank approved by the competent authority.
Does off-plan property qualify?+
It can. ICP asks for a purchase agreement from an approved developer and evidence that at least AED 2M has been paid to the developer.
